Here's a rundown of the story inside : The Obama administration released funding about three months ago to state governments to help insure uninsured citizens with "pre-existing conditions" that might disqualify them from private plans. The federal government also offered to administer the program directly, which is the option 21 states have taken. But in New York, the contract, worth $297 million, went to GHI. GHI is a subsidiary of Emblem Health, which employs first lady Michelle Paterson as director of integrative wellness for $152,000 a year. There was no competitive bidding process, because, according to Insurance Department spokesman David Neustadt, "It would have been impossible to do the normal state procurement process" in the time allotted to implement the program. The federal government program wasn't employed because, Neustadt tells Dicker, it was important to engage a provider familiar with New York's complicated health-services system. So what's really here? Not at all clear. An unnamed "top Democrat" tells Dicker, "This is something that is troubling and something we plan to look at," and Dicker asserts that "legislative investigators are now looking into the huge, 3½-year contract."
