Insurers extend coverage to older children Rochester Business Journal

Six Upstate New York non-profit health insurance companies, including Excellus Blue Cross Blue Shield and MVP Health Care, say they are suspending rules that cut coverage for children who age out of eligibility to be listed as dependents on parents’ policies.

The insurers’ accommodation comes several months in advance of a new federal law requiring them to extend coverage to the older offspring. 

Currently, companies bar children older than 19 as dependents on parents’ health insurance policies but offer riders extending dependent coverage to full-time students. A state law passed last year allows New York insurers to extend dependent children’s coverage to age 29 but does not require it.

The recent federal health insurance reform requires insurance companies to let enrollees keep children on policies up to age 26 without requiring children to be in school. But the new law only applies to policies renewed after Sept. 23 this year, leaving open the possibility some recent college graduates could face coverage gaps of up to a year.

Aetna & Blue Cross Blue Shield of Tennessee were rated as “about average” while  United HealthCare and Blue Cross Blue Shield of Mississippi were rated below average.
